In order to enhance the emergency command, coordination and disposal capacity

of maritime emergencies in the jurisdiction, and strengthen the regional emergency 

assistance linkage and cooperation, on June 5, 2018, Ningde Baimagang Maritime 

Department jointly cooperated with Fujian Qingtuo Logistics Co., Ltd. to launch

the Ningde Baima Port 2018 oil spill prevention emergency comprehensive drill.

This drill was simulated the “Yongfeng 589” belonging to Taizhou Yongfeng Shipping

Co., Ltd. was damaged in the berth of Qingtou 12-13, and there was an oil spill in the

engine room. It was about 200 kg of diesel oil flowed to the surface. After received 

the report, the Ningde Baima Port Maritime Department immediately launched an

emergency plan, quickly dispatched the cleanup forces, set up an on-site command

team, coordinated the on-site warning by “Sea Patrol 08303” ship, they also communicated

the traffic control center with the command center, and dispatched a warning ship to

the scene to implement the alert to prevent the past ship passing the accident waters, 

and at the same time they dispatched the clean-up operation ship to the site to use the 

anti-pollution facilities such as oil booms and oil dispersant to prevent the spread of 

oil pollution and carry out the recovery work on the surface oil pollution; the on-site 

command actively organized the forces to rescue and coordinated the medical rescue

force. Finally, the oil was effectively controlled and recovered, and the drill was achieved

a complete success.

This drill dispatched 6 ships and more than 50 participants. Through this drill, the law 

enforcement team's emergency response capability was effectively exercised, and the 

performance of the oil spill equipment of the professional cleaning unit in the jurisdiction 

was re-examined, and the actual combat experience was further accumulated, 

which laid a solid foundation for the emergency oil spill response in the jurisdiction.
