In order to test the ship oil spill emergency response and coordination ability with foreign entities of the

Three Gorges Maritime Department to, and ensure the safety and cleanliness of the waters in the area 

under its jurisdiction, on April 27, 2018, the Three Gorges Maritime Department was carried out the 2018 

Yichang Three Gorges Dam area oil spill emergency drill in the Nanjinguan waters of Gezhouba in accordance

with actually requested.

At 14:42 p.m. this afternoon, The hurried “alarm” sounds from the duty room of the Nanjinguan Inspection 

Team of Gezhouba District Marine Department: “Nanjinguan Customs Law Enforcement Brigade, Nanjin 

Customs Law Enforcement Brigade, I am the “Oil Transport” ship in the front waters of the Nanjinguan 

Quay , the diesel leakage was occurred, we requested for rescue." The onduty personnel of the Nanjinguan

Law Enforcement Brigade required the ship to fully engage in selfrescue and keep the communication. They

immediately dispatched a sea patrol No.12923 and a sea patrol No.12911 ships to rush to the affected waters

 to start rescue. At the same time, they requested water emergency assistance center to immediately carry out

 the out of stock, loading of the oil spill emergency equipment and quickly rush to the accident waters, then

 the Nanjinguan law enforcement brigade reported "danger" to the Three Gorges Maritime Department duty 

room.

At 14:46 p.m., the sea patrol boats were arrived at the incident waters and then carried out temporary traffic 

control and on-site rescue. At 15:00 p.m., after the coordination of the maritime department, the An oil boom-laying vessel, the Three Gorges Environmental Protection No. 1 ship and the Yamaha Assault Boat arrived 

at the scene to cooperate with the pollution disposal team for emergency operations and then emergency rescue operations were carried out In accordance with the following pollution disposal procedures; An oil 

boomlaying vessel was placed in a “Ushaped” oil booms within 200 meters legnth in the incident area; It was

used the hoisting crane of the “Three Gorges Environmental Protection No. 1” ship for hoisting the oil boom

by using multifunctional oil skimmer for largescale oil spill recovery. "Three Gorges Environmental Protection

No. 1" ship entered the area immediately for starting cleaning. The “Yamaha Assault Boat” was thrown oil absorbent mats on the river to absorb the spilled oil on the river. Then “Yamaha Assault Boat" was used a fishing 

hook to recover the oil absorbent mats between the oil barriers. At 15:30 p.m., all the oil on the surface was

 recovered, all the oil absorbent mats which was put into the water were salvaged, and the “Three Gorges

 Environmental Protection No. 1” ship was assigned to hand over the pollutants to the receiving department for 

harmless treatment, then the participating units counted personnel and materials ,stood in line. At 15:35 p.m., the 

exercises were all completed and the exercise was a complete success.

In recent years, in order to truly improve the water emergency treatment capacity, the Three Gorges Maritime 

Department has required each maritime law enforcement brigade to carry out various drills in strict accordance 

with plans, high standards and strict requirements each month. It will simulate various distressed environments 

and bind all personnel together. After longterm efforts and training, they have created a maritime law enforcement

 team with clear division of labor, strict organization, and rapid response. It can quickly pull out in the event of a 

sudden situation and can play a key role, and ensure the navigation safety of the area and the clean of the waters.
