At 9:30 on October 31, the 2018 Annual Beidaihe Sea Area Sudden Oil Spill Emergency Drill 

was jointly organized by Qinhuangdao Municipal Government Emergency Office, Qinhuangdao

Maritime Bureau and Qinhuangdao Marine Oil Spill Response Center, which was carried out in

the waters near the Repulse Bay Baths in Qinhuangdao. This drill is a simulated practical exercise

to test and improve the emergency response capability of oil spills in the coastal waters of 

Qinhuangdao City.

This drill was simulated during the tourist season, the Repulse Bay yacht driver reported 

to the Beidaihe Maritime Department of Qinhuangdao that a large area of unidentified oil

from the offshore waters was found in the shallow waters of the shallow water bay, and 

it was drifting towards the shallow water bay beach. It was necessary to prevent oil spills

in the sea and beaches and clean it. After received the police, the Qinhuangdao Maritime 

Bureau immediately reported to the relevant departments of the higher authorities. Under

the organization and coordination of the higher authorities, the relevant emergency plans 

were initiated, and the emergency cleanup team was organized to carry out maritime

emergency disposal for controlling, mitigating and finally eliminating the oil pollution hazards. 

The drill was included six subjects including maritime oil spill monitoring, containment, and

oil removal at sea and shore.

The drill was lasted for an hour; it was used equipment such as submersible oil control 

network, submersible oil trap, shore beach oil booms, oil absorbent booms, oil absorbent pads, 

etc. It has dispatched 7 vessels of various types and 1 large-scale professional engineering 

vehicles, with a total participation of more than 50 people.

It is understood that the purpose of this drill is to build a sudden oil spill defense line 

against key areas, test the performance of emergency special equipment and equipment,

exercise practical abilities of professional and part-time emergency team, and improve

the actual level of marine oil spill emergency response. It was purposed to build a solid

foundation for doing a good work in the tourist season in 2019, and fully safeguard the

coastal waters and shores of Qinhuangdao City.
