On October 25th, Dalian Maritime Bureau launched the national oil spill emergency equipment library materials,

and successfully carried out the 2018 ship oil spill emergency equipment drill in the waters of Dalian Ship Oil

Spill Response Equipment Warehouse. Liaoning Maritime Bureau, Dalian Municipal Government Emergency 

Office, Dalian Environmental Protection Bureau, Dalian Port and Port Bureau, Dalian Ocean and Fisheries Bureau 

and other relevant experts led the observation and guidance in the exercise headquarters, the master's class

of Dalian Maritime University MSEM-2019 was also observed and studied on the spot.

At 9 o'clock, the drill was officially begun. The accident was simulated a cargo ship collided during the berthing 

of the terminal, the oil tank was damaged, and a large amount of crude oil leaked into the sea. The Dalian

Municipal Marine Pollution Emergency Command immediately launched an emergency plan, launched a multi-rotor 

drone and a maritime work boat to the scene of the accident to monitor the oil spill dynamics, and transmitted

the scene of the accident to the headquarters through the drone. At 09:10, the Dalian Municipal Pollution 

Emergency Command issued an emergency dispatch of nearby waters to clean the dirty ships to the National 

Treasury Terminal to carry clean materials and equipment. At 09:50, the oil booms and the solid float rubber

boom were connected, and the two auxiliary towing vessels carried out two oil booms control on the accident

ship. At the same time, two other auxiliary vessels deployed inflatable booms in the waters of the harbor basin

to prevent oil spills from spreading outside the harbor. At 10:20, the oil tank of the accident ship no longer 

spilled oil. Most of the fuel in the tank has been transferred to the temporary oil storage device. The operation 

of the three oil booms has also been completed. The clean-up ship began to carry out the recovery operation

in the enlarged oil skimmer in the harbor water area, and sprayed the oil dispersant and laid the oil absorbent pads

to completely eliminate the oil spill on the sea surface. At 10:40, after the on-site verification of the assault boat 

and the low-altitude inspection of the air and sea, the large amount of oil spilled from the sea surface was completely 

removed. After the drill was reviewed by experts, the commander announced the 2018 ship oil spill emergency

drill was successfully completed.

After the drill, the observers visited the Dalian ship oil spill emergency equipment library and listened to the 

Dalian Maritime Safety Administration's report on the state warehouse management. The company learned 

about the scale of the equipment store, the current situation of oil spill emergency materials storage and 

equipment management. The training of the drills and the equipment library have been unanimously affirmed 

and highly evaluated by the leaders and guests.
