In order to thoroughly implement the concept of "ecological priority, green development" 

of the Party Central Committee and the State Council, promote the construction of beautiful 

Yangtze River and improve the level of emergency response. Recently, Tongling Maritime 

Department organized a chemical tanker cargo leakage drill and a ship oil spill drill at Jinde 

Wharf. The Tongling Maritime Department, Jinde Wharf, Tongling Miaopin Company and 

the relevant vessels in the jurisdiction participated in the exercise, and they also invited the 

dangerous goods transportation companies such as Jinjianghai Company, Heyou Company 

and Tongguan Logistics Company to observe the situation.

The drill was simulated when the heavy-duty operation ship “Jinghanghua***” was carried 

out loading operations by the docking of the Jinde terminal. The sulfuric acid conveying 

pipeline is detached from the cargo hatch due to wind and waves, and the sulfuric acid 

overflew to the cargo deck, and the wheel rudder machine has failed and cannot be 

moved. After received the report, the law enforcement officers of Tongling Maritime 

Department carried rescue equipment and arrived at the scene by boat. Jinde Wharf 

carried out emergency handling of cargo leakage in accordance with the requirements 

of the terminal emergency plan, and dispatched pollutant receiving units to handle 

sulfuric acid leakage. After the finish of disposal, the Tongling Maritime Department 

dispatched the search and rescue units to drag the "Building Aviation ***" tanker to 

the safe waters by using tugboat "Jiangsu Dragging".

Then, the ship’s oil spill drill was carried out to simulate when the heavy-loading 

work ship’s “Jinghanghua***” tanker was docked at the Jinde Wharf for loading 

operations, and it was collided by another berthing docking work ship, resulting

in the tail hull of the ship was damaged and some oil sewage was leakd. After 

received the report, the Tongling Maritime Department organized on-site disposal, 

dispatched law enforcement officers to the accident site to rescue the oil spill to 

help prevent the spread of oil spills; the on-site operators of Jinde Wharf have 

carried out the preliminary emergency response work according to the requirements 

of the terminal emergency plan. They deployed oil booms and threw the 

oil absorbent pads in the oil spill area. At the same time, the “Tongchangjing 

***” ship and “Changjie ***” ship were dispatched to the scene to reinforce. 

In the end, all the leaking oil and water were effectively controlled and did not 

cause proliferation. The “Tongchangjing***” was salvaged and recovered the 

throwing pads, and the drill was finished.
