improve the level of regional emergency response, and strengthen the joint emergency rescue capabilities 

of the enterprise, At 9:30 am on June 18th, oil-level leakage fire and marine oil spill joint emergency drill 

was officially held in the Qingdao Economic and Technological Development Zone.

The scene of this joint drill was that Huangdao Oil Depot found the leak of the front valve flange of the 32# 

crude oil tank, resulting in about 1000M2 crude oil entered into the sea. During the repair process, the crude 

oil in the fireproof dyke suddenly caught fire and one person was seriously burned. The Huangdao oil depot 

was carried out self-rescue fire fighting, in addition, the land authorities requested the Fire Services Detachment 

of the Port Authority, the Qingdao Refining and Fire Brigade, and the 3rd Squadron of the Development Zone Fire 

Brigade to reinforce the sea, requesting the reinforcement of the Qingdao Shihua Crude Oil Terminal Fireboat 

and the Weihai Westtech Company. The drill process was transmitted by the point device, and the drone camera 

detected and reported the signal in real time, ensuring that the drill was close to actual combat. The drill was 

included alarm self-rescue, establishment of command headquarters, oil spill containment, crude oil recovery, 

emergency evacuation, police dispatch, investigation alert, tactics, fire suppression, joint operations, maintenance

cover, and environmental monitoring these procedures

In this drill, the fire brigade of the integrated development zone, the third squadron of Haihe Road, the Qingdao 

Port Authority Fire Brigade, the Qingdao Refining and Fire Brigade and the Huangdao Oil Depot Police Force totally 

dispatched 13 fire engines, including 2 high spray vehicles and mobile guns. 8 sets moving cannons, 1 communication 

command vehicle and 1 satellite command vehicle. Qingdao Lidong Chemical Co., Ltd. dispatched 1 medical ambulance 

and 2 medical staffs. Qingdao Shihua Crude Oil Terminal Co., Ltd. and Weihai Weistek Company dispatched 3 oil spill 

rescue vessels. More than 100 people participated in the joint exercise. As of 11:25, the fire in the Huangdao oil storage 

tank area was successfully distinguished, the leakage valve has been repaired, and two oil booms have been deployed 

on the sea. The sea surface crude oil has been controlled, the crude oil recovery was basically completed, and the on-site 

combustible gas and hydrogen sulfide gas are all zero. So far, after the joint emergency treatment of the enterprise and 

the land, the various rescue tasks have been completed, and the conditions for the termination of the emergency response

have been met, and the drill has been successfully completed.
