Recently, with the sound of an alarm, 2019 Xiangyang City's water oil spill joint emergency drill was officially held 

in the Hanjiang waters of Yicheng City.

At the drill site, a crude oil leak occurred from 500 meters north of the anchoring pier of the Weijing line pipe 

bridge, which was managed by Sinopec Pipeline Storage and Transportation Company. The Hanjiang River is 

the mother river of Xiangyang and the largest tributary of the Yangtze River. If the crude oil leaks is improper 

handled, the consequences will be unimaginable.

Immediately, the maritime department initiated the pipeline leakage and the emergency plan for the oil spill 

at the Hanjiang GuanqiaoBridge, and issued an emergency message through the Dingding emergency platform. 

The personnel of each unit quickly rushed to the scene according to the division of labor. Sinopec Xiangyang 

Oil Transportation Department reported to Xiangyang City, Yicheng Emergency Management Bureau, Maritime, 

Fire Fighting, Cuijiaying Navigation and Power Hub Management Office and other departments for requesting 

on-site support.

The rescue emergency personnel quickly assembled, and the soldiers were divided into two ways. They were 

equipped with gas detectors, electric welding machines, oil absorbent booms, oil collection nets, oil absorbent 

pads and other emergency rescue materials. They went to Hanjiang Guanqiao Bridge and 23 kilometers 

downstream of Guanqiao Bridge. The waters were blocked and recovered by crude oil interception. After

received the report, the local departments rushed to the scene to carry out on-site environmental monitoring, order maintenance, fire alarm, life rescue and other work.

In the Hanjiang River Gunaqiao Bridge, the rescue personnel hoisted the rescue equipment to the pipe bridge 

through the pulley block, and carried out the disposal procedures such as leakage point plugging and welding 

reinforcement. Subsequently, the leak point was successfully blocked.

At this point, the situation was urgent! Colored balls that symbolized the replacement of crude oil were spreading. 

The rescue personnel adopted a fixed float type oil booms, and the oil booms was placed 60 degrees by the 

700t power boat, and the deployment angle was continuously adjusted according to the water flow speed, 

and ensured that the oil spill interception was effective. At the oil spill interception site, the oil recovery of the 

river surface was carried out in three ways: oil absorbent booms, oil collection nets and oil absorbent pads. The 

crude oil that flew back to the shore was recovered by the oil skimmer and the oil pump.

The personnel of the on-site participating departments performed their duties in a tight and orderly manner.

After one and a half hours of disposal, the site successfully completed the emergency response task.

The drill improved the large-scale water spill emergency response capabilities of Xiangyang City, enhanced the 

synergy capabilities of various departments and the overall team's emergency quality, and further improved the 

awareness of the extreme importance of safety and environmental protection among the people of Xiangyang 

City. In the next step, Xiangyang City will continue to strengthen close cooperation with pipeline companies to

jointly contribute to safe production and green development in Xiangyang.
