Harbin Taiping Maritime Department announced on the 13th that with the theme of "Preventing and 

Resolving Disaster Risks and Establishing a Foundation for Safe Development", the Maritime 

Department coopertated with Harbin Shunhang Jiangshang Tourism Passenger Transport Co., Ltd. 

and Harbin Guanlong Jiangshang Tourism Co., Ltd. These two passenger transport companies  to 

carry out the 2021 maritime emergency joint drill, it will comprehensively review the scientificity 

and practicality of the emergency linkage mechanism between the maritime department and the 

passenger transport companies, and strive to improve the safety responsibility awareness and 

emergency response capabilities of the participants in order to achieve the effect of actual 

combat training.

The joint drill is divided into five subjects: ship firefighting, passenger crossing, rescue of drowning 

personnel, ship water leakage plugging, and ship oil spill handling.

The drill was simulated the “001 tanker” of Guanlong Company crossed the river to the Sun Island 

Sanlian Wharf during the dry season. At 09:58, when it reached the waters about 800 meters 

downstream of the right pillar of the sightseeing ropeway, it suddenly ran aground. The lighter 

carried by a passenger fell to the deck and shattered. , then it ignited the waste paper on the 

ground and caused a fire, the customer service staffs urgently warned and appeased passengers. 

The crew carried out fire fighting in accordance with the contingency plan, and the captain 

reported to the maritime department and Guanlong Company.

After receiving the alarm, the Taiping Maritime Department immediately activated the emergency 

plan and dispatched the "Hai Xun 13211" ship that was performing inspection tasks and the two 

cruise boats moored at the maritime terminal, and the passenger ship of Shunhang Company 

to the scene. With the assistance of "Hai Xun 13211" ship and Guanlong “002 tanker", the fire 

of " 001 tanker" was completely extinguished.

After the fire was extinguished, the crew of "001 tanker" found that the ship was damaged 

and flooded when inspecting the stern bilge. The crew implemented emergency plugging. 

Shunhang"003 tanker" rushed to the scene to secure "001 tanker" and assisted passengers 

in crossing the ship. After passing the ship, when the "003 tnaker" returned to the pier, 

two passengers accidentally fell into the river from the exit of the "003 tanker" deck. The 

sailors of the "003 tanker" immediately warned. Then "Hai Xun 13401"ship and Shun Hang 

"004 tanker" arrived at the scene to implement rescue. After successfully rescuing one 

person who fell into the water, first aid and safe transfer were implemented.

After the leakage of "001 tanker" was blocked, the machinist found that the oil pipe was 

broken and a little diesel spilled from the leak to the surface of the river. He immediately 

closed the valve and warned. "Hai Xun 13401"ship and "Hai Xun 13402" ship immediately 

rushed to the scene to install oil absorbent booms, and Shunhang"004 tanker" and "005 tanker" 

rushed to the scene to use oil absorbent pads to eliminate oil spills.

The rehearsal process lasts about 30 minutes. After the drill, the on-site commander 

of the maritime and passenger transport company made detailed comments on the 

situation of the drill, he fully affirmed the effective cohesion of exercise subjects and 

links, and this drill achieved rapid response and standardized response. At the same 

time, he pointed out that there were problems in the exercise such as coordination 

and cooperation and insufficient control of details for improvement.
