The drill was simulated continuous landslides in Tongzi County, Zunyi City. The damage to the Tongzi section 

of the Yugui branch of the national pipeline network caused diesel leakage. The leaked oil entered Qijiang 

District via Songkan River, which may threaten Songzao Water Plant, Qijiang District. It may threaten the 

safety of the drinking water source of Songzao Water Plant and Sanjiang Water Plant in Qijiang District. 

Through the joint emergency response, pollution prevention and control and information interconnection 

between Chongqing and Guizhou, and close coordinated operations, they successfully dealt with a natural 

disaster secondary to a trans-provincial water environment pollution incident and avoided major environmental 

emergencies.

The drill was included "Environmental Emergency Information Report", "Emergency Response and Command 

and Dispatch", "Pollution Interception and Adsorption Disposal by using oil booms,oil absorbent booms,

oil absorbent pads and oil skimmers", "Environmental Monitoring and Drinking Water Source Monitoring", 

"Advanced Treatment of Water Supply”, and "Maintenance of Traffic and Public Order." "Public Opinion 

Monitoring and Press Release" and other 7 subjects are linked to actual combat.

During the drill, more than 500 people from 70 departments (units) of Chongqing City and Guizhou Province 

participated in the exercise. Emergency vehicles such as environmental emergency monitoring vehicles, 

emergency command vehicles, organic waste water disposal vehicles, hazardous waste storage vehicles, 

emergency assault boats, drones, unmanned ships,oil skimmers, explosion-proof blowers and other various 

emergency treatment equipment (sets) were dispatched. 

This drill was effectively exercised the joint prevention and control mechanism of environmental emergencies 

in Chongqing and Guizhou, fully exercised the combat capabilities of the environmental emergency team, 

and effectively tested the practical effects of environmental emergency materials and equipment, and 

continued to improve the joint response to emergencies in Chongqing and Guizhou. The effectiveness 

of handling environmental incidents has accumulated beneficial experience for strengthening the 

emergency handling of environmental emergencies in adjacent areas and upstream and downstream.
