At 8:55 am on June 17, a fire was broken out when the "Xiangjinhe 103" ship unloaded diesel fuel 

at the Deshan Wharf of Sinopec Changde Branch. The person in charge of the safety at the scene 

issued a fire alarm. The situation was critical and requested rescue. It turned out that this was a 

water emergency rescue drill.

"I announced that the Changde 2021 water emergency rescue comprehensive drill now began!" 

At about 8:50, with the announcement by Tang Zuoguo, the commander-in-chief of the drill 

and the deputy mayor of Changde Municipal People’s Government, the sudden fire was 

occurred when the diesel oil was unloading as the background.

Subsequently, after receiving the alarm, the Changde City Water Transport Affairs Center 

immediately reported to the Municipal Transportation Bureau and the Provincial Water 

Transport Affairs Center, initiated the emergency plan for water transportation safety 

accidents in accordance with relevant regulations, established an emergency rescue 

headquarters, and set up an on-site command post. After the concerted efforts of the 

water transport,maritime affairs, public security, waterway, fire protection, and water 

transport companies, the fire was finally extinguished.

This drill was carried out in an orderly manner on fire disposal of oil-carrying ships, rescue 

of personnel in the water, oil spill removal of ships by using oil booms and oil absorbent pads, 

and rescue of ship out of control these subjects. During the drill, modern equipment such as 

maritime cruise ships and drones played a major and important role.It was effectively 

improved the safety awareness of the participants, and tested the scientificity and operability 

of the emergency plan.
