Construction and, the safety director, the 2018 water construction ship comprehensive emergency 

drill was officially started at Shanghai Zhenhua Heavy Industry Changxing Base.

According to the organizers introduced, the theme of this emergency drill was "production first,

safe development." The purpose is to test whether the measures are effective, scientifically, quickly

and efficiently, and to simulate events such as ship collisions and floods, oil spills, confined space 

emergency rescues and ship fires after a water emergency, and verified the actual combat capability

of the emergency support team, improved the actual combat level of the emergency team, and the 

improved the emergency rescue support system for water safety production.

The simulation drill was lasted 1 hour and was divided into four sections. At the beginning of the drill,

a tugboat collided with the “Xinzhengfu 7” wheel that stopped on the surface of the river. A sailor on

the deck fell into the river from starboard. The captain decisively took a deceleration stop and organized

the crew to implement an emergency rescue plan. Two tugboats and the "Chongming 0107" boat from 

the Chongming Maritime Bureau rushed to the waters of the accident and rescued the drowning crew

to the ambulance waiting on the dock.

The second subject was ships oil spill. "Xinzhengfu 7" found a crack in the oil tank, and a small amount 

of fuel leaked to the surface. The captain immediately initiated an oil spill emergency response plan and

applied for emergency surface decontamination assistance. The "Zhenhuatuo 5" and "Zhenhuatuo 2" 

wheels used oil-adsorbent pads to recover oil spills, and professional cleaning vessels "Huqinghai Oil 359"

and "Xipu 1" were towed to the 200-meter oil booms to the site to carry out controlled and absorption 

operations.

The third subject was ships limited space emergency rescue. A member of the crew rushed into the dry 

cabin inspection, and the entrance guards had lost contact with the sailor that the crew inspected into 

the damaged cabin. The captain immediately adopted the ventilation blower ventilation at the entrance 

of the incident chamber. The rescue team members wore a self-contained breathing apparatus and 

carried explosion-proof lighting. They carried out lights and guide ropes to enter into the cabin and 

found unconscious crew, and then safely transferred him outside the cabin and went through 

cardiopulmonary resuscitation.

The fourth subject was ships fire. In the course of the open fire operation on the deck, the crew of 

the Xinzheng Floating 7 accidentally caused an accidental fire between the neighboring materials. 

The fire on the spot instantly developed greatly. after received an order, the "Sea Patrol 0107" boat 

immediately arrived at the scene quickly to maintain the order of water traffic, and the dual-purpose 

trailer "Zhenhua drag 2" wheel "Zhenhua drag 17" was rushed to the scene used water column to the 

"New Zhenfu 7" round, and then quickly extinguished the fire.

The success of this emergency drill was fully affirmed by the relevant state departments. Chang Fuzhi, 

an inspector of the Shanghai Maritime Bureau commissioned by the Ministry of Transport and Maritime 

Affairs, said that the drill was very professional and commanded successfully. It shows that China's 

construction of the ship is of great importance to the safety of ships under water construction. The

members participating in the drills are well-trained, the emergency plans for the company and the

ship are complete,and emergency training is adequate.

The emergency drill mobilized 11 types of marine patrol boats, construction vessels and professional 

salvage ships and rescue vehicles, and nearly 150 people participated in this drill and more than

260 people watched the drill on site.
