On the morning of July 14, Hainan Province 2018 dangerous cargo terminal ship

and storage tank fire accident emergency rescue comprehensive drill was successfully

held in the Macun Port Hainan Zhongyou Petroleum Terminal Co., Ltd. The drill was

hosted by Hainan Provincial Safety Production Supervision Administration, Hainan 

Provincial Emergency Management Office, Chengmai County People's Government,

Macun Maritime Department and other 28 units and companies participated in this drill.

Haikou Maritime Bureau dispatched personnel to observe and practice. Vice Governor

Fan Huaping attended the drill.

This drill was simulated the hose of the diesel engine was leaked during the loading of 

diesel from the terminal of Hainan Zhonghai Petroleum Terminal Co., Ltd. During the 

emergency treatment, the shaft seal of the pumping unit of the ship pumping tank failed, 

which causing the diesel to leak and explode, finally resulted in fire. At the subsequent 

disposal process, the fire was out of control, an explosion occurred on the ship, and the

explosives smashed into the dock diesel fuel tank, causing oil tank leakage and fire. About

1000 liters of diesel oil leaked into the harbor. The drill was realistic, covering the initial emergency

of the accident, including information reporting, ship fire extinguishing, fire fighting and personnel

rescue in the tank area, marine oil spill control and recycling by deploying oil booms and laid out 

oil absorbent pads, safety and environmental protection.

After the dangerous situation occurred, the ship and the dock immediately launched the 

corresponding emergency plan and emergency response procedures, and reported to the 

relevant government authorities. After receivede the report, the Chengmai County People's

Government launched the “Chengmai County Comprehensive Safety Emergency Plan”, 

Haikou Maritime Bureau launched an emergency plan for maritime emergencies. The 

"Sea patrol 1102" ship, the Chengmai County fire service squadron, the Yangpu Economic 

Development Zone public security fire detachment fireboat "Puxiao 1", Huaneng Haikou

Power Plant fire brigade arrived at the scene one after another for controlling and disposing 

of accidents. The entire drill was lasted approximately 90 minutes and all scheduled subjects 

were completed. After the end of drill, the expert team commented on the drill and proposed 

rectification suggestions for the problems exposed in the drill. The drill examined the coordination

and linkage mechanism and the ability to handle dangerous situations of all levels of government 

departments and ships and shores, and it achieved the purpose of the drill.
