On May 25, The 2018 Luzhou Waters joint ship oil spill emergency drill was held in the Huangjiatuan Rivers

(Luzhou City) of the Yangtze River. This drill was the first oil spill emergency drill which was carried out on

the natural segments of the Chuanjiang River in the upper reaches of the Yangtze River and in the waters 

of the rapids.

The navigation route of the Luzhou section is a typical natural section of the Chuanjiang River. It has curved, 

shallow, dangerous, acute, and narrow these features. It is difficult for ship oil spill rescue and disposal, and it

poses a great threat to the ecological environment of the Yangtze River.This drill was simulated when the oil 

tanker was the way to the Shipeng waters of Luzhou Section, it approached the reef and then it was occurred

the damaged the cabin, then it was caused dozens tons of diesel oil in the tank to leak into the river, which

forming 10 kilometers length oil pollution belt, it was include 4 steps, such as setting up site investigation and 

monitoring, water traffic control, and the lay out of oil booms and oil spill recovery.

With the release of the signal bomb, the drill was officially begun. After received a ship oil spill report, The Luzhou

Changjiang Water Search and Rescue Center immediately launched an emergency plan, assigned drones to track

the dynamics of the oil pollution, dispatched several sea patrol boats to implement temporary traffic control, and 

set up oil spill warning buoy monitors, oil booms, and oil absorbent mats, they also dispatched oil sewers for oil spill 

recovery, and environmental monitoring ships for water quality monitoring on sensitive waters.

We can see a self-propelled remote controlled unmanned skimmer in the sea, which is currently the most advanced

skimmer in our country. China's past oil skimmers were traditional, manual, and need to mobilize equipment. This 

skimmer has an oil recovery capacity of 33 cubic meters per hour, it has a large storage capacity, fast oil absorption,

and maneuverability. It can go where people can't go or where large ships can't.

The entire drill was lasted for more than one hour. Oil spill recovery was completed and water quality monitoring of 

the relevant water areas was normal. Participants in the drill were included maritime, public security, waterway,

fire control,emergency, aviation management, and Sinopec these 18 units, it was also dispatched a total of 24 vessels, 

12 sets of drones, and vehicles, and there were nearly 200 people participated in the drill.

The emergency drill was firstly to test our emergency rescue capabilities; the second was to form a joint emergency 

response mechanism with the power of all parties in the society. At the same time, we will carry out prevention and 

control of water pollution on the Yangtze River, as well as environmental protection and ecological construction, 

which has an important institutional and institutional significance.
